Abstract | resumo A prática da queima da palha da cana-de-açúcar para facilitar a colheita manual tem causado danos ambientais e de saúde pública em municípios do Estado de São Paulo. A extinção da queima da palha está prevista na legislação estadual e é um tema complexo que envolve, além das questões ambientais, questões trabalhistas e econômicas. Em junho de 2007, a UNICA (União da Indústria de Cana-de-açúcar), em conjunto com a Secretaria do Meio Ambiente do Estado de São Paulo, assinou um protocolo agroambiental que antecipa os prazos para extinção da queima da palha da cana-de-açúcar nos canaviais paulistas para 2017 em áreas com declividade maior que 12% e para 2014 em áreas com declividade menor que 12% (SMS-SP, 2007). Em março de 2008, a ORPLANA (Organização de Plantadores de Cana da Região Centro-Sul do Brasil) aderiu à este protocolo e 100% dos canaviais passaram a seguir as diretrizes. Como contrapartida à adesão dos produtores de cana-de-açúcar ao protocolo, o Governo do Estado concede um certificado de Conformidade Agro-ambiental. Desde a safra 2006/07, o Instituto Nacional de Pesquisas Espaciais (INPE) , em conjunto com a UNICA e o Centro de Tecnologia Canavieira (CTC) , vem mapeando a colheita da cana-de-açúcar no Estado de São Paulo, por meio de imagens de satélites de sensoriamento remoto. O conhecimento do status da colheita da cana-de-açúcar sem o uso do fogo é primordial para a fiscalização das diretivas técnicas do protocolo em escala estadual. Imagens de sensoriamento remoto de média resolução espacial (p. ex: 30 X 30 m) adquiridas entre os meses de abril e dezembro possibilitam o acompanhamento da colheita e a estimativa da área colhida sem o uso do fogo ao final da safra (AGUIAR et al., 2008a). O presente trabalho relata as atividades e os resultados referentes a avaliação da colheita no ano safra 2007/2008. abstract The practice of burning sugar cane straw to facilitate manual harvesting has caused environmental and public health damages in municipalities in the State of São Paulo. The extinction of the burning of the straw is provided for in state legislation and is a complex issue that involves, in addition to environmental issues, labor and economic issues. In June 2007, UNICA (Union of the Sugarcane Industry), together with the Environment Secretariat of the State of São Paulo, signed an agro-environmental protocol that anticipates the deadlines for the burning of sugarcane straw, Of sugarcane plantations in 2017 in areas with declivity greater than 12% and 2014 in areas with declivity lower than 12% (SMS-SP, 2007). In March 2008, ORPLANA (Sugarcane Planters Organization of the Center-South Region of Brazil) adhered to this protocol and 100% of the sugarcane plantations came to follow the guidelines. As a counterpart to the adhesion of the sugarcane producers to the protocol, the State Government grants a certificate of Agro-environmental Compliance. Since the 2006/07 crop, the National Institute of Space Research (INPE), together with UNICA and the Sugarcane Technology Center (CTC), has been mapping the sugarcane harvest in the State of São Paulo, through Images of remote sensing satellites. Knowledge of the status of sugarcane harvest without the use of fire is paramount for the oversight of the technical guidelines of the protocol at the state level. Remote sensing images of medium spatial resolution (eg 30 x 30 m) acquired between April and December make it possible to follow the harvest and estimate the area harvested without the use of fire at the end of the harvest (AGUIAR et al. . The present work reports the activities and the results referring to the evaluation of the harvest in the 2007/2008 crop year. |
